Washington DC -- The State Revolving Fund programs have long provided low-interest loans to communities across the nation. The Bipartisan Infrastructure Investment and Jobs Act brings forth long-overdue funding for these vital programs while also including much needed focus on water equity. Today the US Environmental Protection Agency (EPA) released the Bipartisan Infrastructure Law Implementation Memorandum.
Clean Water Action’s National Campaigns Director, Lynn Thorp released the following statement:
“Clean Water Action applauds EPA’s leadership to ensure effective and equitable programs to spend the transformational investments made possible by the Bipartisan Infrastructure Investment and Jobs Act. The SRF Implementation Memo includes a much-needed framework and further guidance to States on important topics, including modernizing definitions of “disadvantaged communities,” prioritizing technical assistance, not using funds for partial lead service line replacement, and prioritizing climate mitigation and adaptation projects. These key points are examples of the leadership we need to build toward a truly equitable and effective “infrastructure decade."
