Letters to Congress re: HR 3354 : We need a budget that prioritizes, not attacks, environmental protections.
Clean Water Action has joined with other organizations, representing combined membership of millions of Americans, to voice our opposition to anti-environment budget riders and our opposition to a federal budget that would slash environmental and clean water protections.
Sept 13, 2017
Dear Member of Congress,
On behalf of our millions of members and supporters nationwide, we write in strong opposition to H.R. 3354, the Fiscal Year 2018 Interior, Environment and Related Agencies Appropriations bill (“Make America Secure and Prosperous Act, 2018”). Due to funding cuts, environmentally damaging policy riders, and the bill’s failure to prevent sequestration, we urge you to:
- Oppose this package should it come to a vote on the House floor;
- Oppose any additional policy provisions or amendments that would undermine protections for our land, air, climate, water, oceans and wildlife;
- Support any amendments to strike these harmful riders or restore funding to critical programs, and
- Pursue a budget deal that prevents sequestration.

On behalf of our millions of members and supporters, we urge you to oppose H.R. 3354. This bill does not responsibly or adequately fund the federal government or the many programs and thousands of civil servants tasked with implementing our nation’s landmark environmental laws, laws that protect our health, air, climate, water, oceans, wildlife, and treasured American landscapes.
In advance of floor votes on amendments being considered to the Interior and Environment; Commerce, Justice, and Science; Financial Services and General Government; and Labor, Health and Human Services, and Education divisions of H.R. 3354, please find voting recommendations for some of the currently submitted amendments.

Our organizations, along with our millions of members and supporters, urge you to oppose all damaging ideological riders in H.R. 3354, the “Interior and Environment, Agriculture and Rural Development, Commerce, Justice, Science, Financial Services and General Government, Homeland Security, Labor, Health and Human Services, Education, State and Foreign Operations, and Transportation, Housing and Urban Development Appropriations Act,” including those that attack our clean water protections. In addition, we urge you to support all amendments that strip out these harmful, inappropriate riders.
In particular, H.R. 3354 includes a dangerous, undemocratic, poison-pill provision that would exempt the Trump administration’s repeal of the Clean Water Rule from requirements under the law.
