    Stop the Renewal of Oyster Creek

    Urgent Action Needed



    Dear NJ Environmental Federation (NJEF) Members and Activists,

    Please call upon New Jersey's elected leaders to extend the outage scheduled for this month until AmerGen can prove that the Oyster Creek nuclear plant meets all the current safety requirements.

    In an unprecedented move, the Advisory Committee Reactor Safety (ACRS) of the U.S. Nuclear Regulatory Commission (NRC) has scheduled a second hearing to take place in December or January 2007 to discuss safety issues raised by the citizens coalition (Stop the Relicensing of Oyster Creek or STROC*) in regards to Oyster Creek. For the first time in it's history, the ACRS has agreed with the citizens coalition that the adequacy of monitoring for the relicensing period cannot be decided until we know what the current safety margins are, if indeed there is any margin at all.


    Why are we at risk if Oyster Creek continues to operate?

    • The rusting containment system that surrounds the nuclear reactor is rusting and corroding. Should this system continue to corrode, it could buckle in on itself and rupture a complex system of pipes, valves, and electrical circuits and cause an uncontained nuclear meltdown.
    • A study by the National Academy of Sciences that concluded Oyster Creek's storage of radioactive waste in a pool 70 feet in the air makes it a vulnerable terrorist target, and that an attack would have catastrophic consequences worse than Chernobyl.
    • On the basis of presentations on October 3-4, 2006 from AmerGen, the NRC staff, and the citizens coalition, the ACRS was not convinced that the plant had any margin of safety above outdated requirements of 1992. In addition, ACRS was unable to determine whether any subsequent degradation had occurred.

    TAKE ACTION!

    Because of these developments, we strongly believe that the outage scheduled this month should be extended until AmerGen can show ACRS that the plant meets all safety requirements. Otherwise, the outage could last as little as two weeks and the plant could operate in a dangerous condition.

    Please call upon our government leaders to act decisively and swiftly to assure the safety of the Oyster Creek containment and extend the power outage until AmerGen proves the plant meets all safety requirements.

    Additional Information on Oyster Creek:

    • The Nuclear Regulatory Commission (NRC) has not adequately addressed the public's concerns about safety, efficiency, and environmental and public health effects. The 60-year old reactor is already a public health and security risk that NJ just can't afford to extend into the future.

    • Oyster Creek is the oldest operating nuclear power plant with a history of age-related problems. Three years after the plant was opened, it's Mark 1 design was ruled obsolete.

    • It provides less than 1% of energy on the regional Pennsylvania, New Jersey, Maryland (PJM) grid. NJ has a solid plan to replace 20% of it's power by 2020 with renewable energy.

    • Oyster Creek's vulnerability to terrorism has caused 20 out of 29 town councils in Ocean County pass resolutions for the plant's closure.
