New Leaders in U.S. Congress Embrace Protecting All Of America's Waters

Clean Water Action applauds the introduction of the Clean Water Restoration Act, H.R. 2421, in the U.S. House on May 22, 2007 and S. 1870 in the Senate on July 25,2007. The House bill has 158 original co-sponsors and for the first time since the bills was first introduced 4 years ago, hearings and movement of the bill are likely. This law would push back against polluters' attempts to weaken protection for our nation's lakes, rivers and streams.

The Clean Water Act was passed in 1972 to protect all of the nation's waters. Under pressure from polluters and in the wake of murky Supreme Court rulings, the Bush Administration is allowing polluters to misuse and pollute many lakes, rivers and streams.

According to the U.S. Environmental Protection Agency (EPA), the water bodies that provide drinking water for more than 110 million Americans are at risk. Now is no time to abandon three decades of progress restoring and protecting America's waters.

Unfortunately, the EPA and U.S. Army Corps of Engineers have now released a "guidance" to their staff on how to interpret court rulings that will make protection of all the nation's waters even more difficult to get. The Clean Water Restoration Act is more important than ever, to restore clarity, conservation and the original intent of the Clean Water Act. But this "guidance" is off track.

The Clean Water Restoration Act has just been reintroduced in the U.S. House; a bi-partisan coalition has done the same in the U.S. Senate. These bills - H.R. 2421 and S. 1870 - restate and clarify that the original intent of the Clean Water Act was to protect ALL waters of the United States. We need as many elected officials as possible to be co-sponsors of these bills.

Clean Water Network National Agenda

Clean Water Action and allies from over 1000 local, regional and national organizations joined together in 2004 to reaffirm the key steps necessary to achieve clean, safe and affordable water.

Network member groups endorse the Clean Water Network's National Agenda for Clean Water. The Agenda urges Congress to strengthen the federal Clean Water Act and outlines the elements to be improved.

There are three key elements of the National Agenda:

  1. Prevent Pollution and Achieve Zero Discharge
  2. Protect Critical Ecosystems
  3. Enforce the Law - Protect People
